೨೧ನೇ ಶತಮಾನದಲ್ಲಿ ರಾಜ್ಯಪಾಲ, ರಾಷ್ಟ್ರಪತಿಗಳೆಂಬ ಉತ್ಸವ ಮೂರ್ತಿಗಳ ಪ್ರಸ್ತುತತೆ Relevancy of President and Governor posts in 21st Century

ಆಂಧ್ರಪ್ರದೇಶದ ರಾಜ್ಯಪಾಲ ಎನ್.ಡಿ.ತಿವಾರಿಯ ರಾಜಭವನದ ಕಾಮಕೇಳಿ ಪ್ರಸಂಗ ಮತ್ತೊಮ್ಮೆ ಈ ರಾಜ್ಯಪಾಲಗಿರಿಯೆಂಬ retirement home ನ ಪ್ರಸ್ತುತೆಯನ್ನು ಪ್ರಶ್ನಿಸುವಂತಾಗಿದೆ.

ರಾಜ್ಯಪಾಲರ ಬೆಡ್ ರೂಂ ಅವರ ವೈಯಕ್ತಿಕ ವ್ಯಾಪಾರ, ಟಿ.ವಿ.ಚಾನೆಲ್ ರೇಟಿಂಗಿಗೋಸ್ಕರ ಈ ಸ್ಟಂಟು ಮಾಡಿದೆ ಎಂದೆಲ್ಲಾ ಹೇಳುವವರು ಪ್ರಾಯಶ: ರಾಜಭವನಕ್ಕೆ ಹೋಗಿಲ್ಲ. ರಾಜಭವನಕ್ಕೆ ಹೋಗುವುದೆಂದರೆ ಜೋಕಲ್ಲ. ಜನಸಾಮಾನ್ಯರು ಬಿಡಿ, ರಾಜ್ಯಪಾಲರನ್ನು ಭೇಟಿಯಾಗಲು ಸ್ವತ: ಮುಖ್ಯಮಂತ್ರಿಯೇ appointment time ತೆಗೆದುಕೊಂಡು ಹೋಗಬೇಕಾಗುತ್ತದೆ. ಹೀಗಿರುವಾಗ ಕಾಲ್ ಗರ್ಲುಗಳು ರಾಜಭವನಕ್ಕೆ ಹೀಗೆ ಹೋಗಿ ಹಾಗೆ ಬರುತ್ತಾರೆಂದರೆ ಗಂಭೀರವಾದ ವಿಷಯ.

ಅಷ್ಟಕ್ಕೂ ಇಡೀ ಆಂಧ್ರವೇ ತೆಲಂಗಾಣದ ವಿಷಯದಲ್ಲಿ ಹೊತ್ತಿ ಉರಿಯುತ್ತಿರುವಾಗ ಎನ್.ಡಿ.ತಿವಾರಿ ಏನು ಮಾಡುತ್ತಿದ್ದಾರೆ? ನಮ್ಮ ಮಂಗಳೂರಿನ ಪಬ್ ಗಲಾಟೆಯನ್ನೊಮ್ಮೆ ನೆನಪು ಮಾಡಿಕೊಳ್ಳಿ - ಪಬ್ಬಿನ ಗಬ್ಬಿನ ಸಮಯದಲ್ಲಿ ಯಾರೋ ಕೆಲ ಅನೈತಿಕ ಚಟುವಟಿಕೆಯಲ್ಲಿ ನಿರತರಾದ ಹುಡುಗಿಯರ ಮೇಲೆ ಕೈ ಮಾಡಿದ ಮಾತ್ರಕ್ಕೆ ರಾಜ್ಯದಲ್ಲಿ ರಾಷ್ಟ್ರಪತಿ ಆಡಳಿತ ಹೇರುವ ಬೆದರಿಕೆಯನ್ನು ಕೇಂದ್ರ ಸರಕಾರ ಮಾಡಿತ್ತು. ಆದರೆ ಈಗ ಇಡೀ ಆಂಧ್ರ ಹೊತ್ತಿ ಉರಿದಿದೆ, ಎಷ್ಟೋ ಜನರು ಪ್ರಾಣ ಕಳೆದುಕೊಂಡಿದ್ದಾರೆ, ನೂರಾರು ಬಸ್ಸುಗಳು ಸಾರ್ವಜನಿಕ ಆಸ್ತಿ ಉರಿದು ಭಸ್ಮವಾಗಿವೆ, ಆಡಳಿತ ವಿರೋಧ ಪಕ್ಷಗಳೂ divide ಆಗಿ ಸಾಂವಿಧಾನಿಕ ಬಿಕ್ಕಟ್ಟು ಉಂಟಾಗಿದೆ. ರಾಷ್ಟ್ರಪತಿ ಆಡಳಿತಕ್ಕೆ fit case ಇದ್ದರೆ ಅದು ಇಂದಿನ ಆಂಧ್ರಪ್ರದೇಶದ ದು:ಸ್ಥಿತಿ. ಆದರೆ ಇದನ್ನೆಲ್ಲಾ ರಾಷ್ಟ್ರ‍ಪತಿಗೆ "report" ಮಾಡುವ ರಾಜ್ಯಪಾಲ (೨೧ನೇ ಶತಮಾನದ ಲೈವ್ ಟಿ.ವಿ., ಇಂಟರನೆಟ್ಟು ಝಮಾನಾದಲ್ಲೂ ರಾಜ್ಯಪಾಲರು ರಿಪೋರ‍್ಟನ್ನು ಪೋಸ್ಟ್, FAX ಮಾಡುವುದು ಹಾಸ್ಯಾಸ್ಪದ) ಬೆಡ್ ರೂಂಮಿನಲ್ಲಿ ಬ್ಯುಸಿಯಾಗಿದ್ದಾರೆ.

ಇನ್ನು ನಮ್ಮ ಕರ್ನಾಟಕದ ರಾಜ್ಯಪಾಲ ಹಂಸರಾಜ ಭಾರಾಧ್ವಾಜ್ ಎಂಬ ಜೋಕರ್ ಬಗ್ಗೆ ಬರೆಯದಿರುವುದೇ ಲೇಸೇನೋ. ಕೇಂದ್ರದಲ್ಲಿ ಈ ಬಾರಿ ಮಂತ್ರಿ ಹುದ್ದೆ ಸಿಗದೆ ಕರ್ನಾಟಕದ ರಾಜ್ಯಪಾಲನೆಂಬ ಗಂಜಿ ಕೇಂದ್ರಕ್ಕೆ ಒಕ್ಕರಿಸಿರುವ ಇವರು ಇನ್ನೂ ಪಕ್ಕಾ active politician ನಂತೆ ಹೇಳಿಕೆ ಕೊಡುವುದರಲ್ಲೇ ಬ್ಯುಸಿಯಾಗಿದ್ದಾರೆ. ರಾಜ್ಯ ಕಾಂಗ್ರೆಸ್ ಮುಖಂಡರುಗಳಿಗಿಂತಲೂ ಒಂದು ಹೆಜ್ಜೆ ಮುಂದೆ ಹೋಗಿ ರಾಜ್ಯ ಸರಕಾರದ ಬಗ್ಗೆ ಆರೋಪ ಮಾಡುವುದರಲ್ಲೇ ಕಾಲ ಕಳೆಯುತ್ತಿದ್ದಾರೆ.

ಇತ್ತೀಚೆಗೆ ಮಾನವ ಹಕ್ಕು ದಿನದ ಸಂದರ್ಭದಲ್ಲಿ ಈ ಹಂಸರಾಜ್ ಭಾರಧ್ವಾಜ್ ಮಾನವ ಹಕ್ಕುಗಳ ಬಗ್ಗೆ ಭಾಷಣ ಮಾಡಿದ್ದನ್ನು ಪತ್ರಿಕೆಗಳಲ್ಲಿ ಓದಿ ನಗು ಬಂತು. ಇಂದಿರಾ ಗಾಂಧಿ ಪ್ರಜಾಪ್ರಭುತ್ವವನ್ನು ಕೊಲೆ ಮಾಡಿ ತುರ್ತು ಪರಿಸ್ಥಿತಿಯ ಸಂದರ್ಭದಲ್ಲಿ ಇಂದಿರಾ ಗಾಂಧಿ ಮತ್ತು ಸಂಜಯ ಗಾಂಧಿ ಮಾನವ ಹಕ್ಕು, ಮಾಧ್ಯಮ ಸ್ವಾತಂತ್ರ್ಯವನ್ನು ಕೊಲೆ ಮಾಡಿದಾಗ ಅವರ ಬೆನ್ನ ಹಿಂದಿನ legal brain ಮತ್ತಾರೂ ಅಲ್ಲ, ಇದೇ ಭಾರಧ್ವಾಜ್! ಇಂತಹ ಭಾರಧ್ವಾಜನ್ನು ಮಾನವ ಹಕ್ಕು ದಿನಾಚರಣೆಗೆ ಇನ್ನೊಂದು ಗಂಜಿ ಕೇಂದ್ರದ ನಿವೃತ್ತ ನ್ಯಾಯಮೂರ್ತಿ ಎಚ್.ಆರ್.ನಾಯಕ್ ಯಾವ ಆಧಾರದ ಮೇಲೆ ಮುಖ್ಯ ಅತಿಥಿಯಾಗಿ ಕರೆದರೋ!

ಸೋನಿಯಾ ಅಡಿಯಾಳಾಗಿ ರಾಷ್ಟ್ರ‍ಪತಿ ಸ್ಥಾನವೇರಿದ ಪ್ರತಿಭಾ ಪಾಟೀಲ್ Guinness Records ಹುಚ್ಚಿಗೆ ಬಿದ್ದಂತಿದೆ. ರಾಷ್ಟ್ರದ ಪ್ರಮುಖ ರಾಜ್ಯವಾದ ಆಂಧ್ರ ಪ್ರದೇಶ ಹೊತ್ತಿ ಉರಿಯುತ್ತಿದ್ದರೂ ಈಯಮ್ಮ ಯುದ್ಧ ವಿಮಾನಗಳಲ್ಲಿ, ನೌಕೆಗಳಲ್ಲಿ ಫೋಟೋ session ನಲ್ಲಿ ಬ್ಯುಸಿ. ಅಫ್ಜಲ್ ಗುರು ಮತ್ತು ಇತರ ಪಾತಕಿಗಳ ಮರಣದಂಡನೆಗಳ ಆದೇಶಗಳ ಮೇಲೆ ಕೂತಿರುವ ಪ್ರತಿಭಾ ಪಾಟೀಲ್ ದೇಶ ದ್ರೋಹಿಗಳ ವಿರುದ್ಧ ಯಾವುದೇ action ತೆಗೆದುಕೊಳ್ಳದೆ ಯುದ್ಧ ನೌಕೆಗಳ ಮೇಲಿ ನಿಂತು ಪೋಸ್ ಕೊಟ್ಟರೆ ಉಪಯೋಗವೇನು? ಅದು ಸಾಲದಂತೆ Christmas ರಜೆಗೆ ಲಕ್ಷದ್ವೀಪಕ್ಕೆ ತನ್ನ ಸಂಸಾರದೊಂದಿಗೆ ಸಾಗಿದ ಪ್ರತಿಭಾ ಪಾಟೀಲ್ ಮಂಗಳೂರಿನಲ್ಲಿ ಯಕ:ಶ್ಚಿತ್ ವಿಮಾನ ಬದಲಾವಣೆಗೋಸ್ಕರ ೫ ನಿಮಿಷದ ಭೇಟಿಗೆ ಇಡೀ ಜಿಲ್ಲಾಡಳಿತವೇ ಒಂದು ವಾರದಿಂದ ಸ್ಥಭ್ದವಾಗಿತ್ತು ಎಂದು ಮಂಗಳೂರಿನ ಮಾಧ್ಯಮಗಳು ವರದಿ ಮಾಡಿವೆ.

ಬ್ರಿಟಿಷರೇನೋ ಭಾರತೀಯರನ್ನು ಅಡಿಗೆ ಹಾಕಲು ಪ್ರೊಟೋಕಾಲ್ ಎಂಬ ಗುಮ್ಮ ಉಪಯೋಗಿಸುತ್ತಿದ್ದರು. ಆದರೆ ೨೧ನೇ ಶತಮಾನದಲ್ಲಿ ಕೇವಲ protocol ಹೆಸರಲ್ಲಿ ರಾಜ್ಯಪಾಲರು, ರಾಷ್ಟ್ರಪತಿಗಳು ಮಾಡುವ ದುಂದುವೆಚ್ಚವನ್ನು ನೋಡಿ ನಾವೇಕೆ ಸುಮ್ಮನಿರಬೇಕು? ಅಂಬೇಡ್ಕರ್ ಎಂಬ ಬ್ರ‍ಿಟಿಷ್ ಗುಲಾಮ ಬ್ರ‍ಿಟನಿನ ಸಂವಿಧಾನ copy ಮಾಡಿದರಿಂದ ಇಂತಹ ರಾಜ್ಯಪಾಲ, ರಾಷ್ಟ್ರಪತಿಯೆಂಬ ಉತ್ಸವ ಮೂರ್ತಿಗಳು ನಮ್ಮ ಮೇಲೆ ಸವಾರಿ ಮಾಡುತ್ತಿದ್ದಾರೆ. ಇಂದು ಹಳ್ಳಿ ಹಳ್ಳಿಯಲ್ಲೂ ನಾವು ಪ್ರಜಾಪ್ರಭುತ್ವದ ಬಗ್ಗೆ ಮಾತನಾಡುತ್ತೇವೆ. ಗ್ರಾಮ ಪಂಚಾಯತ್ ಮತ್ತಿತರ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳು ಬಲಿಷ್ಟವಾಗುತ್ತಿವೆ. ಹೀಗಿರುವಾಗ ಪ್ರಜಾಪ್ರಭುತ್ವದ ಆಶಯಕ್ಕೆ ಮಾರಕವಾಗಿರುವ ರಾಷ್ಟ್ರಪತಿ, ರಾಜ್ಯಪಾಲ ಹುದ್ದೆಗಳನ್ನು ಕಿತ್ತೊಸೆಯುವ ಸಮಯ ಬಂದಿದೆಯೆನಿಸುತ್ತದೆ.

Relevancy of Governor and President posts in 21st century:

A.P.Governor N.D.Tiwari is knee deep in sleaze scandal where he is accused of using call girls in Raj Bhavan. Those who say "It is his own private business dammit" have perhaps not visited Raj Bhavan or Governor. Even Chief Minister of the state has to go through ADC of Governor and seek appointment. So it is indeed serious that call girls can go in and out of Raj Bhavan without any problem if news coming of Hyderabad is indeed true.

Keeping aside the sleaze case, one has to ask what exactly is Governor of Andhra Pradesh is doing when whole state is in the brink of anarchy due to Telangana issue. Government properties are being destryoed, state transport has virtually shutdown for weeks, ruling parties and opposition parties are split so much no one knows who is still MLA or not due to all the resignation drama.

One is reminded of threat of President's Rule in Karnataka during "pub issue" when few girls involved in immoral acts were trashed and it became a national issue. What is Central Govt doing now when whole AP is on the brink of anarchy and scores have died due to violence? If there was ever a valid President's Rule candidate, then that is current day Andhra Pradesh.Why are there no talks of President's Rule? Or is President still waiting for "report" or FAX from State Governor who apparently is busy in his bedroom?

Speaking of Governors, it is unfortunate that Karnataka also has not been spared of joker of a Governor in Mr. Hansraj Bhardwaj. H.R.Bhardwaj who was denied cabinet birth in Central this time was sent packing to Karnataka as Governor. Mr.Bharadwaj seems to have forgotten that Governor post is apolitical. Some of his statements embrassing state government even beats opposition Congress leaders blame on ruling party.

I was amused when I read news item of H.R.Bharadwaj speaking eloquently about Human Rights during World Human Rights Day. For those who are not aware of Bharadwaj, he was the "legal brain" behind Indira Gandhi and was instrumental in (mis)guiding her and allowing imposition of Emergency which effectively halted world's largest democracy for couple of years with untold human rights viloations of millions. Now same Bharadwaj is speaking about Human Rights - isn't it ironic?

Speaking of irony, our President Prathibha Patil seems to be obsessed with breaking Guinness Records (on tax payers money). What is ironic is Mrs.Patil posing with fighter jets or naval ship when same Patil is sitting pretty on hanging Afjal and other anti-nationals. What is the point in posing with war machines when she can't even act on obvious anti-nationals?

Coastal media have reported how lakhs of rupees were spent on 5 minute visit of Prathibha Patil to change planes in Mangalore on her way to Lakshadweep for private vacation. Whole district administration of Dakshina Kannada was on a stand still for at least a week preparing for this 5 minutes event and normal flight operations were disrupted in Mangalore airport for four hours due to Patil's visit.

Ambedkar, who was perhaps inspired by British Constitution or monarchy included ceremonial heads like President and Governor's in our constitution. But haven't we taken all these protocol bullshit too seriously? What is the point in all these protocols when a governor is romping with call girls in Raj Bhavan? It's time to get rid of these ceremonial retirement institutions called President and Governors.
